Getting 525 SSL handshake errors. Is the mod portal affected by today's AWS outage?

The public-facing IP addresses for the mods.factorio.com DNS record belong to Cloudflare. I am intermittently seeing a 522 (Cloudflare Backend connection timed-out), 525 (TLS handshake failed), and 200 (Success!) response from https://mods.factorio.com from different endpoints. This suggests that at least one backend server is Up, but may be overloaded. Refreshing the page constantly will not help.
According to the Privacy Policy various portions of the infrastructure are hosted by Linode(who have independently-colocated Datacenters) and Heroku (based upon AWS). Database services are provided by MongoDB' and Redis' hosted products - it is likely that some part of their stacks are based upon AWS. At the time of this post today's root issue (DynamoDB failure) is supposedly resolved; but there is often a complex chain of dependencies - and many websites such as Reddit are still experiencing API issues. So, who knows!

Many of our AWS services have downstream dependencies that are failing (Fivetran/Snowflake are still unhealthy) or had to be manually restarted. In one of their announcements they mentioned EC2 containers not restarting properly.
Who knows? Scary how much infra is based in one company's servers...
