There is a Quality Rhombus (or is it Quality Diamond?) to the right of the Quality % but not the Productivity % (in the Assembling Machine 3 tooltip). Both of these stats are provided from modules, and thus one would presume they would be annotated the same. Based on my understanding so far, a Quality Rhombus in the machine's tooltip means that stat is affected by quality (and presumably quality of the machine).
Given that neither productivity nor quality are visible for Assembling Machines normally, i.e., without modules, I presume that the absence of the Quality Rhombus from both makes the most sense.
At first I wondered if high Quality Assembling Machines would have a synergy effect with Quality modules. Subsequent research revealed the absence of such an effect, hence a bug report. (I do not mean to argue for such a synergy effect.)

So the case with productivity I think is correct.
In particular if you alt-click the assembling machine and go to factoriopedia there is no quality, so the only way to see the tooltip for that diamond is to
- Have tooltips shown on the side of the screen (not on the cursor)
- Move your camera so that the assembling machine is at the location the tooltip is displayed
- Move your cursor to the diamond

Thanks for the report however we will not be changing this. The quality bonus is coming from the modules which are benefiting from those modules quality.

I'll add that if the quality of modules are of quality, then the tooltip is just entirely wrong; here you can see it presenting the effect of four Legendary quality module 3s as if they were normal.
I also checked to see if the assembler's quality would affect the tooltip instead, but the value of the boost is always presented as "normal".

Since it was on my mind, I decided to look, and... in addition to productivity modules, speed and efficiency modules also have no such diamond indicating that their effects are improved by quality.
You'll notice that the quality chance shows up without a diamond on the speed moduled miner there. It does have a condition! But that condition is not the presence of a quality module: it is if the net quality bonus on the machine is greater than 0%. In other words, the one working diamond can suddenly disappear if you also add speed modules. This doesn't seem correct to me.
