Copy-Paste doesn't copy stone paths

I tried copy-pasting an area with stone brick paths, and it didn't grab the path. Is this expected behaviour?
Had this happening on 0.17.66

Yes, copy-paste uses the default blueprint settings - no tiles selected if there are any buildings.

To select tiles anyway, hold shift while selecting the area, then click the tile checkbox.
