Promethium science Pack Requirement Adjustment

Currently, the only bottleneck preventing the creation of a truly mega base for all science packs is the Promethium Science Pack. As soon as you place even a few Promethium science ships, all the UPS optimizations you've painstakingly implemented elsewhere in your base become irrelevant. It's incredibly frustrating.

So why don't we adjust the number of science packs required for Research Productivity technologies? For example, in PYAN, the required number of science packs scales differently for each tier. We could:

[*]Increase the requirement for other science packs to 5 per research, while keeping Promethium Science Packs at 1 per research.
[*]Modify the research cost formula to 1.2^L * 200 (with a base cost of 1000 + 1.2^L * 200 for early-game balance).
[*]Set the research time to 600 seconds.

Why a 5:1 ratio? In a 100K SPM mega base, Promethium Science Pack currently consume 2-3x more UPS than all other base components combined. By limiting them to 50% of total UPS usage (relative to other packs), we can achieve a more balanced performance without sacrificing late-game scalability.

This adjustment would make mega bases feasible while maintaining the strategic value of Promethium Science Packs.
