Changing reactor consumption rate?

So after playing around with mods like Nuclear fuel and Atomic Overhaul, I got to thinking about the old Industrial craft 2 reactor and how it works with different fuel types. What I want to try to do is make it so something like Plutonium gets consumed and produces at 80 MW, meanwhile Thorium does the same with 20 megawatts.
