Dedicatet Server
One Player can join and with the second player desyncloop.

Downgrade not possible. (Steam only "0.15.7 Factorio Experimental 0.15.9")

You have 2 broken mods: Asphalt Roads and folk shuttle. They're registering events incorrectly every time the game is loaded resulting in the desyncs you're getting when you join the game.

If I remove those two mods the desyncs stop for me.

I'll be adding checks into the next version of 0.15 that will detect these kinds of broken mods and give an error indicating which ones are broken and how so people can tell the mod author(s) they need to fix their mods
