[2.0.18] Quality filter selection requires more clicks than before for ge, gt, le, lt conditions

Before the quality selection was made into buttons, it was possible to create "> normal" filter only with selecting ">" condition in the filter menu. After the change you need to first select required quality, and only then select the condition, increasing the total number of clicks.

It would be better if the "normal" quality would be automatically selected from the default "any quality" if the selected condition is not "equals" as "> normal" is probably the next mostly used quality filter after "= any".
