[2.0.28] Smart belt placement doesn't place undergrounds on ghost space platform tiles

We are aware of them, but do not have solutions that don't cause other issues. They go here in order not to take space in the main bug thread list.

[2.0.28] Smart belt placement doesn't place undergrounds on ghost space platform tiles

Steps:
* Place some ghost space platform tiles.
* Place a ghost object on them
* Run a belt (ghosts) over that object

Expected: Underground belts get placed where needed
Actual: No underground belts are placed

Bonus <maybe bug>
Steps:
* As above, but place the underground belt ghost manually
* Then hold an underground belt in your hand and hover over where you want the exit to be.

Expected: Usual highlighting to indicate connected undergrounds, with the graphics showing the belt in your hand is an exit.
actual: no highlighting and the graphics show the belt in your hand is an entry

Placing the underground marks both as entries

They do resolve into one entry and one exit once they have been built, but it's not clear if they will always resolve in the correct direction

Given that this is tightly related to 116827 i am going to move this to minor issues.
