If you park a wagon over a stack inserter i.e. have an elevated section of track over the stack inserter, the inserter fills the wagon up - see attached video

Please include the Factorio version you observed this in, and attach a savefile if you have a simple reproduction.

Here is a bluepring that reproduces it (v2.0.23):
To reproduce it, the elevated wagon has to be in position first, then ground wagon has to be placed and removed (either manually placing + removing / manually shunting it in and out of the position / regular train stopping and leaving at a perpendicular stop).
Inserters wake up on ground wagon placing/stopping, but don't detect it being removed/moved away and switch to filling elevated wagon.
Getting elevated wagon in position second doesn't seem to work, inserters go to sleep after ground wagon is removed/shunted away.
