Yes, It affects all those who got the achievement before 2.0. A fresh install won't help, unless you also intend to delete your Steam achievements to get them again in the new install.

On Steam I have it, ingame I don't, if I try to trigger it with a save, it pops up but if I change save it's gone again.

I also downloaded standalone 2.0 from the website (without space age), I got the achievement there, upgraded to space age and the achievement stays, so the problem is definitely between 1.1 and 2.0 - most probably Steam only.

This bug got even bigger I just discovered. It's a bit different but I assume very related to this bug (if not outright the same)

Here is what I did:
1) (nearly) completed Space Age, getting many achievements
2) Wanting to complete even more achievements, so I disable Space Age, Quality and Elevated rails mods, and start a new freeplay scenario
3) I fail getting the timed achievements, get tired of trying, so I enable Space Age,Quality and Elevated rails again to continue my Space Age run
4) immediately receive "fusion power" and "craft a quality module" achievements. I am confused so I look at my achievements and ALL my Space Age related achievements are gone. Except "rush to space" (luckily, because I don't want to do that again).

Here you can see me walking around Vulcanus without having the "visit Vulcanus" and "build a space platform" achievements.

And for some extra mindfuckery, when I was going for my base game timed achievements, I saw "logistical network embargo" was gone AGAIN even though it shows up when Space Age is enabled.

I don't think your Space Age achievements should disappear when you disable the mod, right? Otherwise you can never play the base game again without losing all Space Age related achievements.

You can always make a separate Factorio folder for this, which I would recommend anyway, (being a different 'modpack'), but then I can understand why some people wouldn't want that kind of extra hassle, and I suppose it might not work with Steam ?

There is an absurdly easy way for the Devs to fix this: Put a button into Settings->Other when out of a game (before launching a map). And under the button to Delete Achievements, put a button/option with "Auto-Sync Achievements with Steam/GOG on launch". Done. FIxed.

And keep manually renaming folders when I want to switch between base game and space age? Is indeed a needless hassle. Plus achievements I get when playing the base game are lost then when I switch to the other version again. I have to reconfigure keys twice if I change something, ...
I think achievements should remember themselves when you disable Space Age and later re-enable it right? That simply sounds more logical. Especially because many achievements are shared between the base game and space age (you can get them in any one of the two).

With the standalone version you don't need to do rename anything (after the first time you pick folder names), you just launch the binary from that folder. Both non-modded and modded achievements, saves, mods, configuration settings... are all self-contained in the separate folders.

I got Logistic Network Embargo achievement in Space Age (without any side mods - only base, elevated-rails, quality and space-age enabled), and when I start the new game or load the previous savegame (even without restarting the game between this) - the achievement uncompletes again even without changing active mods. So it's not related to switching into vanilla at all.

I experienced the same issue.

Just to clarify, here is what happened to me:
  1. Played Factorio 1.x, and reach conditions for "logistic network embargo" achievement. Result: achievement appears in Steam. Achievement appears in Factorio.
  2. Played Factorio 2.x, with Space Age for the first time. Result: existing achievements remain in Steam. Almost all existing acheivement in Factorio remain, but "logistic network embargo" is gone in-game (same as the OP reported).
  3. Played Space Age, and reach conditions for 3 achievements: "Research with metallurgy", "logistic network embargo" and "Rush to space". Result: achievement appear or remain in Steam. All 3 achievements appear in Factorio. All as expected. (Just before and just after reaching it, I save the game)
  4. Quit Factorio, and open the "after achievement" game. Result: all 3 achievements are there in-game, along with older achievements! As it should be.
  5. Load the "before achievement" game. Result: the "Research with metallurgy" and "Rush to space" are still there, but the "logistic network embargo" is gone! This is indeed inconsistent!
  6. Load the "after achievement" game. Result: all 3 achievements list as completed in-game again.
  7. Load the "before achievement" game, and keep playing until I reach conditions for "logistic network embargo" achievement. Result: Achievement appears in Factorio.
So it seems that all achievements expect "logistic network embargo" are globally stored (across all games), but "logistic network embargo" seems achieved on a per-game basis. This is indeed inconsistent, and unexpected behaviour.

Both saved games are available for tested, if need be. Please ask by DM, or leave a comment (I don't visit this forum daily, but should get a notification by email).
