[2.0.5] technology tooltip UI unaware of true size of displayed text

Now that we have the dynamic item and entity text fragments in technology description, it seems to trip up the tooltip box size.

Now that I think about it, this might be a side-effect of this technology not having any description text whatsoever.
(which is a separate issue I had filed via the good old F10)
