Transfer mod settings before the mod sync restart so players don't have to restart twice when the host is using non-default mod settings (a very common occurrence).

What?

Transfer mod settings before the mod sync restart so players don't have to restart twice when the host is using non-default mod settings (a very common occurrence). The players are syncing all the mods, players can also find out the mod settings of the server so just do it all at once to reduce load times by requiring multiple loading screens.

Why ?

Everyone likes less load times. Simply 'why'. Doesn't seem like a crazy thing 'feature' to ask for.

I actually did just this last night. Due to other changes over the last year or so I was able to go back through the logic yesterday and get it working.
