TL;DR
A circuit network device that allows the player to define an alarm (title and icon) to be fired if a condition is meet (or while the condition is meet).

What ?
This would be a device, something like a combinator.
You can set a title for the alarm and an icon (same as you select one for blueprints).
You must set the condition to raise the alarm (such as when coal stored is less than 10).
Background color should be different form game generated alarms, and not be mixed with them.
If you click the alarm, the screen goes to the alarm device that raised the alarm (so you could have the same alarm in a blueprint and use it in several places).

Why ?
You could use it to set an alarm if the coal belt near the boilers its getting without coal. If a storage chest with uranium fuel cells is low, if a turret is low in ammo, if a belt from a mining field is not at full capacity,...
This is all a healthy OCD palyer need to avoid an upcoming catastrophe at its factory.
