[0.15.2] Allow putting deconstruction planners into library

Allow putting deconstruction planners into the blueprint library. This is really useful now that deconstruction planners can have complex filters. It would be nice to save them between games, share them etc.

Also, allow to add them to blueprint books. (Or create new item: deconstruction book)

I have 4 deconstruction planners right now:

General deconstruction
Tree and Rock only
Rail and Signal only
Power Poles and substation only

It would be wonderful to have 1 book that I can shove these all in. It would be cool if the book could be red too.
