I have invented 2 structures to do the capacity limitation. One is based on spliter and math. It works well. But the other one doesn't.
The second one based on the count of items a cycling belt lane can hold. Not, for straight belts, it's integer. But bent belts in the corners holds fractal number of items. This brings complicity to either the design or the implementation.
If the inner side holds 2items and the outer side holds 6, the second structure is gonna be easier for people.
modify the bent belts to hold interger of items.

I doubt, that the belt curves will be changed (again) for that reason.
Do you have a picture of that construction? Maybe we can help you to find a better one.

Re: modify the bent belts to hold interger of items.
I understand you have a (probably rectangular shaped) belt going round and a problem because the number of items on the inner side of the belt is lower than on the outer side. If you built a figure-8-shaped belt you don't have that problem because the number of right and left turns is equal.
Re: modify the bent belts to hold interger of items.
I don't think OP is calling out the difference in 2 vs 6. They are calling out 2 vs 2.5 and 6 vs 5.5, because iirc the full capacity of a corner belt is a non-integer so the number of items on it changes back and forth.

So, don’t measure with curves?!
