Why
Many of the controls in the game are already keyboard driven. In order to quickly check the logistics tab when the crafting tab was the last used, you must first press 'e', then take your hand off the keyboard and move it to the mouse, target the logistics tab and click, then press 'e' again to close the GUI.Having a hotkey rotate between the tabs means the same operation would involve moving your fingers from asdw to press 'e', hit ctrl+tab twice, look at the logistics requests and then press 'e' again in order to close the window - no mouse required.
Many existing applications already utilize ctrl+tab to switch between tabs within a window: web browsers, tabbed editors, etc.
