Idea: Recycler station

The idea is basically to either have a recycler station or using existing factories for the same purpose.

You often get lots of waste as you build and have to put storage boxes here and there just to dump stuff.
A recycler will break an item apart but at less efficiency.

Example: You have 500 straight rail you no longer need but have run out of stone => Solution is to use recycler to get steel and stone back, but perhaps only 50% or so of what you put in.
