Support for smooth scrolling and 360 scrolling on elements that use vertical and horizontal scrolling

This is a small little suggestion but it would certainly improve the user experience. One example of this would be in the map preview. If you are using a mouse with multi-directional scrolling (like the Apple Magic Mouse) or any trackpad it is unintuitive to have to use the bottom slider by dragging it when you can scroll up and down normally. Along with this, if possible it would be nice for Factorio to use native scrolling instead of "step scrolling" in scroll boxes if you use a prereferral that does not use step scrolling. For example, in scroll boxes like the install mod list, which is very tall, it would be nice to use the buttery smooth inertia scrolling (on macOS) or smooth scrolling on trackpads for Windows laptops to move through the list.
