Ghosts subtract signal value

Simply make construction ghosts subtract their needs from affected logistics network signals.

Laying down 500 inserters within a logistic network construction area with 750 inserters available will immediately reduce the inserter signal to 250.

Laying down 500 inserters within a logistic network construction area with 250 inserters available will immediately reduce the inserter signal to -250
