Realtime Clock

Is there still hope for there to be a way to access a real time clock through lua? We run a 24/7 Factorio PvP server and we would like to be able to have a new match automatically start at a certain time every evening without restarting the server. I ask because I saw this in an old thread:

Mod can't do this, be we might add it to the base game.

All you need for this case is rcon command in crontab.
