I like to use a 'magnetic' provider chest at the shopping area.
possible implementation:
provider chest has a 'magnetic' checkbox:
- magnetic disabled: current behavior
- magnetic enabled: current behavior + sucks in (request) more of the content that is inside this provider from storage chests.
note: it could auto detect the content and request it. Or you could set some requester slot filter.
eg. magnetic provider is after Medium electric pole(mep) factory.
Game detects there are mep inside the provider and requests all mep in storage chests.
Logistic robots move mep from storage to magnetic provider.
edit: easiest way would be to just add an/multiple optional filter slot(s) to the passive provider chest.

I too have encountered that problem in various ways.
You want something to be stored in a specific place, specific chest, or area.
But if you move it there by force (requestor chests), you cant make it available to the network again without creating loops.
I noted if you have an array of many plain storage chests, and there is stuff to be stored, logistics bots tend to place stuff where the same stuff already is, but that might be just a misconception, I did not test it, I just remembered it now.
So basically, what we need is an option to set filters on chests like for the train wagons, and that if there is a filter, and has empty space, it takes higher priority, so if we have a bunch of storage chests, and one has a filter set for a specific item, it will be first stored there.
You want something to be stored in a specific place, specific chest, or area.
