[0.15] Separate Map Tag and Drag Map hotkeys

It's quite easy to accidentally open the "New tag" dialog on the map when intermittently dragging the map at varying speeds (sometimes not at all so it can't differentiate).

If the tag creation hotkey were right click instead of left, or at least had a distinct keybind (rebinding Drag Map to right click makes them both right click), this could be prevented.
