Coal is required to produce liquid fuels, because this would require a lot of coal, there will be shortage of coal, required fuel; charcoal is needed to overcome the deficit.

Charcoal is a tricky thing since it would require all the relevant recipes to be doubled. Unless you mean purely for using it as fuel which is somewhat pointless since wood itself can be used as fuel.

I was thinking Wood should be burnable into Coal but there's a huge problem: How do you insert it? Stone and Steel Furnaces both require fuel and if you're using wood then how would it know if you want to use the wood as fuel or turn it into Coal? So this isn't possible in a Furnace, therefore it would need to be in an Assembler which just doesn't make sense.

Though I had not considered making oil out of coal and water, I like this idea as I always have far too much coal and never enough oil. Just a note that if you include both recipes you could essentially turn wood into oil which is a bit odd but meh?

This is very close to what you're asking for, and I think it's more in the spirit of Factorio.
Hope it gets added in vanilla one day.

There are more, but you get the idea.

Having played with the Coal to Crude & Synthetic Oil mods I can say that with this process you simply don't need to get oil outposts. The amount of coal you have produces more oil that you will need. If they do implement this as a process in vanilla then there will need to be some balancing of the coal-to-oil ratios. Oil outposts will have to produce far more oil than they currently do and the cracking/oil consumption will also need to be increased appropriately so that it's always better to get a new outpost, but you can supplement your supply with coal. Of course if you play with low settings or with only steam engines then it may be different, but they are your own constraints and not a vanilla playthrough.

Don't get me wrong, I think it's something that needs to be in the game. But it needs to be balanced.

I am absolutely supportive of more energy options, but I did want to point out that there currently exists a fairly nice way around this issue:
Light oil is converted into solid fuel at twice the efficiency as petroleum or heavy oil, and it has little other use so it's a great way to use up the huge volumes of it that collect up in your storage tanks. If you make a habit out of converting most of your light oil into solid fuel even before you need it, you may find yourself running out of petroleum much more quickly than you run out of solid fuel.

As Koub said, the Bergius Process mod is probably closest to what would end up in-game. However, with the increase in coal consumption due to grenades for military science in 0.15, and increases in oil patch depletion point with distance from spawn, it seems less likely at this point.

Also: Flamethrowers need to burn slow enough for the fluid to reach the target. Hydrogen combustion would be more like a blowtorch! :lol:

Posting from after the release of v0.15, I can say you nailed it. The Coal Liquefaction recipe in v0.15 is basically Klonan's Bergius Process mod with the two steps combined into one.

I'm considering trying my hand at implementing some of the other suggestions as a mod, though.
