At least when dealing with a cargo wagon, filter inserters should take the item of their filter list, that has the lowest count in the destination container, so that they are balancing loading and unloading.

There is no way yet to load/unload with maximum speed that won't end up in clogging every chest e.g. with copper plates. Inserters always take the last items of an inventory. If you set a filter inserter - or 12 - to iron, copper and plastic, you get the item type of the source inventory that is the last slot of that kind. So up to 12 filter inserter would load e.g. plastic simultanously first, then copper if the train is not leaving too early... The balancing would reduce this problem.

But this is what Factorio is about, working out these sort of problems. As it stands I don't think inserters have any knowledge of the destination other than if the item it wants to move will fit.

SO how do you get around it? One chest for each type of item is the simplest solution so they are loaded simultaneously, but for large numbers of items this isn't always feasible.

Next you would look at restricting the supply to the inserter so it is supplied a trickle of each item type, perhaps it loads from a chest that is loaded by three separate inserters which you can configure to work in sequence somehow. Like every time an inserter moves it ticks a count of 1 in a memory cell, and your inputs are configured to work on each even tick (0, 2, 4, etc). So an item is loaded in, count 1, the item is loaded onto the train, count 2, next item loaded in, etc.

The point(e) is, that you don't have a very satisfying solution for trains, in principle it's just better to use robots for everything and globally - and transportation belts instead of trains.

Of course you're using normally extra chests resp. inserters. But this decreases the loading speed. The disadvantage of the filter inserter is, that you can make a filter inserter only move distinct items and conditionally operate, but you can't tell it just to move e.g. iron plates for a certain network condition. So there is no solution for this issue, not even doable by some circuit tinkering.

Filter inserters are "smart". - Although every inserter in factorio is unbelievable smart compared to today's robots. What inserters are doing, requires in principle always "knowledge" of the contents of the containers they are ineracting with.
