My suggestion is for a low output long term mining drill with a very wide excavation area. I'm imagining it's 5X5, and the area it can mine is 10X10. With the same output as an electric drill but a higher cost (takes 1 steel maybe?), this would be uses for a few specialised, meaningful uses in the game.
Use 1: As a low-maintenance drill, it's suitable for multiple distant low maintenance outposts to bring in resources from your main base (using trains with multiple stops to gather from multiple outposts)
Use 2: With it's wide reach (i'm imagining 10 units on a side) it's convinient for cleaning up the leftovers from a deposit already mostly harvested (the gaps where electric drills did not cover)
Use 3: As a low output drill with the same coverage as 9 electric drills, this can be used to reduce pollution output or power consumption in cases where ore income is excessive.
