Mr. Cleany fluid disaster removal.

A simple and/or cheap item which 'detonates' and cleans out any and all fluid conduit items such as refineries, fuel tanks, pipes, and chemical plants of all fluid. Useful for fixing fluid disasters without having to remove and replace all items.

In terms of game balance there's really no reason not to implement it since all it prevents is an investment of time into manually removing a bunch of pipes. If it proves overpowered, then flushing a system could have a time constraint such as .5 seconds per 10 fluid destroyed.

You can kind of do this with electric pumps. It only allows fluid one way and will eventually purge the pipe.

Yeah, but electric pumps are fairly expensive for their purpose. Additionally, I think they should mostly be about promoting fluid movement over higher distances instead of purging a system. That's a matter of opinion, though.
