How do you swap items on the toolbar? Middle mouse button clears the slot and any other click I tried just selects the item under the mouse.

left click item, left click empty slot

Yeah, that's move, not swap. You need an empty slot for this (which logistic requests now always have) and a swap takes 3 moves.

There's already drag-and-drop reordering with stations in a train route.

Could that be adapted to the logistics requests?

"What if somebody needs to insert an empty row somewhere in the middle?" Then it can be dragged from the bottom always-empty row. Then after it's dropped, the bottom gets a new empty row, just like it currently does if somebody sets a request on the bottom row.

"What if somebody needs to get rid of a row?" Then they can remove all requests from that row, and then drag it to the bottom. Then if two empty rows are at the bottom, one gets removed.
