Simply, Allow gates to be placed on belts like you can with railways. This would allow you not to have to use underground belts to go under your walls.
Graphicly, I was thinking that it could be two part, like the lower part for items and when a player needs to come though the upper part opens.

why would you not like using underground belts to go "through" walls? underground belts are pretty much a requirement for an efficient factory, so they're already being used. and anyway, how often would going through a rare and random hole in the wall let you get to some destination faster than opening one yourself?

The question is:
How does this benefit gameplay?
You can use underground belts and if you like to pass the wall on the same spot you have your belts tunneling it then use both, underground belts for items and a gate for yourself.
I think gates on belts would have no benefit other than graphic improvement and creating a special item-belt-gate graphic doesn't sound like it's worth the time.
