[0.12.x] Removing personal roboport from armour

Not sure if feature request or bug, please move thread if necessary:

When construction robots fly to do some work and you remove the roboport from your armor, they will fly to the nearest roboport. I think that it should not be possible to remove an armour or personal roboport if any robots are outside,

feature, works the same as if you remove a logistic network (one or many roboports), they'll fly to the nearest

Also if you get a roboport too early, when you lack enough power generation, you can actually end up with robots trying to charge and failing because they can't get enough power from solar panels to recharge faster than their power decays.
