It is already possible with 2.0 to select items to be parameters.
It could be possible to also select belt level "yellow, red, blue, green" as a parameter. Which would behave like upgrading (/downgrading) the blueprint with an upgrade planner before laying it.
It's a minor inconvenience to upgrade/downgrade entire blueprints if they all use the same belt level. But if a blueprint mixes different levels, it would be convenient to choose which each level becomes when placing the blueprint.
It should be possible to place restrictions on which belt levels are accepted based on the length of undergrond used within the blueprint. So that you don't accidentally instantiate blueprints with undergounds that are not connected for lower belt levels.

You can make upgrade planners that do this.

I agree that this would be nice to have - similarly it would be helpful to be able to do this with different assembler tiers. I acknowledge that it's already possible with upgrade planners - but it's an extra step and frustrating if bots already started building using the blueprint belt tier before you've had the chance to find and apply the upgrade.
