Minimum for buffer chests

TL;DR

Buffer chests should only provide if the set minimum is reached

What?

A small checkbox and a field where we can enter the amount (or stacks?) of any item currenty in the box. If the amount is reached then the item should be provided.

Why?

With this option we don't have to set up an inserter and connect them to the chest every time we build our malls or something. Also, this enshures that there is always something left for the player to request so the content is prioritized to the player.
