Better hotkey system

Factorio has a lot of hotkeys and not all hotkeys are useful in every situation. So I usually set up dual-use hotkeys. Especially when I know that the two actions will never happen simultaneously. For example connect rolling stock and jetpack. Another case is simple module inserter where you have to unbind zoom simply because there is no way to disable zoom while holding shift (or rebinding the controls to less convenient keys).

I would welcome a rip off of Steam's controller layers feature. So I can set up different controls for when I'm walking, riding a vehicle, zooming around in the remote view or any state defined by mods. I sometimes want to disable specific hotkeys, like the zoom mentioned above.
