Running this based on proximity may seem like the best solution initially, but there are good reasons to not do so. Zavian's post gives the brunt of it. I think this is a case of system misuse.

Okay. I can see the practical applications of the 4 rules.

I can see this working out well when storage chests with filters set are connected by inserters to passive provider chests, feeding the logistic network. Or, have a storage chest with a logs in it in front of a boiler or assembler making electric poles.
