Injecting another power-production step before coal power seems like an interesting idea.
Having a one of these things to make sure my pumps will start working again after a power-starvation would be nice.

Sorry for necroing, but did anyone make this as a mod?
I know there is a wind turbine in large modpacks such as MoMods, but I don't like the idea to install the whole modpack only to get just one entity.

Well, I for one didn't even know of this game back when this suggestion was made.
I think Windmill Power is a great idea, and one that deserves to make it into vanilla. The fact that pumps need no power input at all always kinda rubbed me the wrong way, and having a power generator that just works without any other supporting building early on would be nice too.
It would fit better when/if actual weather effects were introduced, though. That way, they'd be useful in the mid-late game, too.
