Allow horizontal/vertical pumpjack flip

It's unclear why the pumpjack cannot be horizontally or vertically flipped in 2.0.

It's 3x3 and sits on a centered 1x1 vent deposit and only has one output, so it should be OK to be able to flip/mirror it like other fluid buildings
