Uranium 238 stack only to 20 in a rocket when others are much higher (and urianium ammo is 25)

Uranium 238 stack only to 20 inside the Rocket when others are much higher, even uranium ammo is better.
(iron, copper : 1000 ; steel : 400 ; uranium ammo : 25 ...)

I understand why uranium ammo is so low, and why not for uranium 235.
But why uranium 238 is only 20 ? lower than uranium ammo? Maybe 100 or 200 should be better ?

I'm trying to build a space platform to produce my ammunition, and i'm frustrated by uranium xD (i will launch uranium ore instead... 200/rocket)
