space age's space platform need control way to act with logistic network

I played space age, and now have two platform.

one is space iron facotry. collect astroide and make iron plate. and send to land for storage(Beacause it unlimte)
other one is while builing ready for trip.

I choise little base material (like cooper cable)send to space platform
and asssemble on station. (beacause i don't want to all my resourese to send rocket. and my caculate, iron is free so material is more cheap)

Plroblem is every time cargo bay request iron plate, "ready for trip station" is send plate first to ground. even other one (factory) has over 4K plate.

and i can't find way to one work with landing pad but other is not.
I try to iron factory send plate force it, but it make over flowing cargo landing pad

I think it need to way control priory or purpose to function. it can also help for space meatrial send kind
