Vanilla factorio.exe does not report missing expansion files

Basically, we misunderstood which download to get and did not get the expansion .zip. The result was very confusing, no error messages of any kind, but instead `/mods/mod-list.json` kept getting reset to just include `base`.

I think it would help users if there was at least an `elevated-rails, quality and space-age not supported on this version` message in the log before changing the contents of `mod-list.json` and starting the server. It was quite confusing.
