Scenario: You recently fended off a wave of biters, and your walls are damaged. You want to top them off. It's pre-logistics-bots, or you just chose to play without them.
Currently: Select the repair pack, and wiggle your cursor over the walls, attempting to repair them all. Inevitably have to go back to one that you missed (and you're not really sure which one it is... to which section of wall does that damage indicator belong?)
Proposed: Click-drag the repair tool and see a colored selection indicator (like deconstruction selector). Anything inside that selection indicator is repaired. The repairing action would be taking place during the selection, rather than waiting for the selection to finish[1].
[1] because there's no such thing as queuing a character:map action.
