Add "Player Count" to train conditions - ALL ABOARD!

Add a condition type that detects when a player(s) is in a train. This could be used to setup commuter trains that automatically depart when a player enters. I imagine a central hub of trains that are setup to take me to different places on my map. I get into a train, and it just starts taking me there. When I want to go back, I just get back in and it heads the other way. Of course, it could be used with other conditions as well, to make sure the train's cargo is full or empty, or anything else in addition to a player on board.

If you look closely at the images in FFF 280 you can actually see that one of the conditions is "Passenger present". Which effectively means this has been added to the game.
