At the moment the player has a mining power of 1 and different mining speeds. If you give the player mining tools a mining power modifier you can use the same formula that the mining drills use. If you then reduce the hardness of trees/increase the hardness of stone you can have an saw that is only good at cutting trees as the mining power is to low to affect ores and than give it a speed like 10 and you have a effective saw without changing much.
