Headless server command-line pause

Please add the ability to pause and unpause the game from the headless command line.

I used goofy183's excellent guide to set up a headless server. The server runs 24/7 and is meant to be a long-term game. In order to help deal with griefers, I promote proven good-faith players to admin and tell them to pause the game before they log off if their are no other admins online. Because of this, there are a few situations where it would be useful to be able to pause or unpause the game from the server command line (/opt/factorio-init/factorio cmd).

Seconded, I'd like to be able to pause when I fail at becoming an admin at my own server and someone is taking forever to catch up (then I pause to let them get in)

I guess a workaround is setting the speed very low
