Message block. (circuit network)

So again shortly, it would be useful to have something like message block that when it gets chosen circuit network signal, it would send your written message to chat.

Example. Power goes below 100% in accumulator, so message block gets that chosen network signal and text appears in chat: Power level below 100%. Or something...

So how would this work, say if a troll sets up a hidden combinator somewhere, to spam the chat every seconds with a huge long message?

Well you could just disable it in servers if you want?

Or it could be just private message or only selected players.
