[0.13] Pre and/or post password messages

It would be useful to be able to configure in server-settings.json and possibly update via admin command to set a description or "message of the day" to be shown in a text box.

I would like to have one presented as soon as the user connects to the server, and where the password prompt is if required to login. This could be a message describing the server, rules, and perhaps URL with the community or notes about voice links or mods packs for the server.

Secondly, and message just after password or when previous message is accepted and you are proceeding into the game. This message may provide information from admin about current goals in game or other messages. This is somewhat like the "topic" in IRC where an admin can change it and online players are notified of the update.
