can they add options to control the logistics robots some options like frequency, and on how much the logistic network can store a material (Production Limitations)

It's already in the game. If you use smart inserters, you can stop the insertion of materials and/or the extraction of products when a threshold has been reached on the network it's attached to. And an assembling machine will automatically stop if there are 2 products in the output box. You could set this up to mean there can be only 2k fast inserters in the attached chests on the red network for example.
