Belt Over-Passes
Add over-passes/bridges to the existing belts to add more flexibility and possibly complexity to a factory.

I didn't find this on the frequently suggested or rejected pages.

If you have only played for an hour, or accumulated weeks and months of play, the unground belt is a very useful feature. This idea is based on trying to expand the potential 3-D method of logic of the game, I am proposing to allow ramps to go up instead of just down so bridge-belts can go over belts that are already on the ground.
Basically, the underground belt would have a counterpart, in that it would go over instead of under. This would not change the yellow/red/blue belt speed. This would not follow the exact same logic that underground belts currently have in that over-pass belts would merge/collide, instead of ignore each other like underground belts. No over-pass splitters though. The over-pass belts should require more iron to make than underground belts for the support beams.

There is lots of room for discussion on whether or not the over-pass belt could go over everything, or just other belts since the underground belts can go under everything. Because the over-pass belts can merge, which is very useful, they should not be able to go over anything except other belts and pipes on the ground.

There is also a possibility that the long-haul inserters (Red) would be able to pull from the over-pass belts because of their reach, giving them an advantage over underground belts when adding items to assemblers.

Technically, if belts can go over, you could apply the same feature with pipes....but over-pass belts/pipes would get in the way of each other just like they do on the surface.
Logic-Thinking
It would allow players to create more complex belt systems and possibly give a good "Pro" reason to use belts in the Bots vs. Belts discussion/debate. The main logic behind this is to resemble real-life factories where belts are up and down as they cart their contents around the factory.

It would also allow players be able to make more compact and intricate blueprints. Sometimes, designing a blueprint is fun in itself...

Currently Factorio is completely 2d game with only single layer so it is impossible to set up and process several layers of belts. Even underground belts are effectively 2 tiles representing input and output which are just logically connected to each other without actual underground elements.

So at this point in time your suggestion is impossible to implement and will not be implemented in 1.0 version of the game as no major changes are going to happen.
