[1.1.5] Pumps throughput limited by fluid wagons

Any pump facing into a fluid wagon will always be incapable of pumping at the full speed of 12 000/s, and will sometimes flicker between lower values. Pumping out of fluid wagons does not share this issue.

Recreated in 1.1.5 vanilla using this setup:

In this table there could be added the line "pump to wagon". 6000 ? a flicker is hard to quantify :)
