I do not consider this to be a bug. Labs do not have any power drain so when they are not working, they do not consume energy. That makes their internal energy buffer to be still full and there is no reason to show the missing power icon.

What is the purpose of the "Low Power" icon? From the user perspective or a game design perspective.

You can use unpowered labs as filter inserters for science packs, for example
