Using 1x1 landfill you can fill 20 tiles using only 3 landfill:

It is strange, I don't see any tactics here... only 4.5 times profit.
If you reduce landfill price to 5 stone and disable 1x1 landfill result will be the same and more user-intuitive.

A critical bug this isn't and it doesn't really change gameplay at all allowing some "bonus" land if you took the time.
it's not like you can make an impenetrable moat or anything

It's working same as the editor there is some magic ( when land into water and water into land ) to generate sane border.
This issue will applied too if you have 2x2 land tile and placing them 1 tile away the 1 tile between them will be fill. You can test it in editor. I do not think that worth a game exploit alert.
Note on landfill addition : It's a good step in good direction with landfill but I feel like the mod is better as you can create water hole 1x1 and fill automatically a whole lake with one click (calculate the exact number of "land" you need and if you have it fill the lake ).

Creation of water will probably not be added until there is a means for enemies to bypass it somehow.

This also bothers me, as you can create landbridges at 1/2 or 1/4 the cost with the right placement strategy.
The cost in landfills should be exactly equal to the number of land tiles created.
If the player has less than 4 landfills and tries to place a landfill in water (which would create 4 tiles) then I don't care if the game refuses to do it or consumes the landfills to no effect, but the ability to make your landfill go 2x or 4x further just by gamey use of 1x1 landfills is a problem (it doesn't even take longer, to make a cheap landbridge, you just zoom right in, align the mouse cursor a couple of tiles from the character and run forward while tapping the mouse button as briefly as possible)

This will be fixed by the tiling changes planned for 0.15
