What does this message mean and is there a way to "fix" it?

It just means that Tomatoe's computer (the CPU) wasn't fast enough to run the game at full speed (60 UPS) or at least the same speed the server is running. This mainly happens on very big or heavily modded maps.
If the client can't keep up with the server because it is too slow then the server drops that client, otherwise it would slow down the game for everyone else.
You can use this command to slow down the game on purpose, but as mentioned above it will run slower for everyone: (1 is normal speed)
